How admission to upper secondary school works

After grade 8, pupils continue their studies at an upper secondary school (liceu) or in vocational education. Admission to state upper secondary education is organised every year according to a methodology and a calendar approved by order of the Minister of Education.

For most places, admission takes place through computerised allocation, in order of admission averages and the preferences expressed by each pupil.

The admission average

The admission average is calculated from:

The weighting of each average and the tie-breaking criteria are set by the Minister’s annual order.

The main steps

  1. Getting informed. Pupils and parents consult the county admission booklet, listing the upper secondary schools, the study profiles and the number of places.
  2. Special tests, where applicable. Some classes (for example, those with intensive or bilingual teaching of a foreign language, or vocational classes) have aptitude or language tests, held before the allocation.
  3. Filling in the preferences form. The form is filled in at school, with help from the form teacher, together with a parent.
  4. Computerised allocation. The results are displayed at the school and on admitere.edu.ro.
  5. Submitting the file to the upper secondary school to which the pupil has been allocated, within the deadline in the calendar.

There is a separate procedure, with its own calendar, for vocational and dual education.

How the school helps

  • The grade 8 form teacher presents the admission methodology and calendar to pupils and parents.
  • Parents can put their questions to the form teacher, at parents’ meetings or during counselling hours.
  • The school office issues the documents needed for enrolment.

Good to know: The admission calendar for the 2027-2028 school year is published by the Ministry. The school displays it and communicates it through the form teacher.
