How the school buys

Școala Gimnazială „Ion Pop Reteganul” Reteag is a contracting authority. The goods, services and works it needs (for example, firewood for heating, transport for pupils on trips or training courses for teachers) are purchased under the rules of Law no. 98/2016 on public procurement and its implementing rules (Government Decision no. 395/2016).

The law requires procurement to respect the principles of non-discrimination, equal treatment, mutual recognition, transparency, proportionality and accountability.

Direct award

Most of the school’s purchases are of low value and are made by direct award. Under Article 7(5) of Law no. 98/2016, a contracting authority may purchase directly when the estimated value, excluding VAT, is below the thresholds laid down by law.

Direct awards are made through the Electronic Public Procurement System (SEAP/SICAP), at www.e-licitatie.ro, usually through the system’s electronic catalogue. Economic operators publish their offers in the catalogue, and the school buys from there.

The school’s notices

Before some purchases, the school publishes a notice or an invitation to submit tenders, so that any interested economic operator can take part. The notice specifies:

  • the subject of the procurement and the minimum requirements;
  • the documents to accompany the tender;
  • where and how to submit the tender;
  • the deadline, where there is one.

Between 2022 and 2025, many purchases were made under the National Programme for Reducing School Dropout (PNRAS) project, financing contract no. 10113/27.09.2022: transport and accommodation for educational trips, hot meals for pupils, training courses and the fitting-out of certain spaces. These notices are marked “(PNRAS)” in the title and are collected, together with the project news, on the PNRAS page.

How to submit a tender

  1. Read the full notice, including the minimum requirements and the documents required.
  2. Send your tender to the email address or the premises indicated in the notice, before the deadline.
  3. Where the notice requires it, also publish your offer in the SEAP electronic catalogue.

For questions about a notice, contact the school using the details on the Contact page.

Status of notices

Next to each notice that has a deadline for submitting tenders, we display the deadline and its status:

  • Open: you can still submit a tender;
  • Deadline passed: the deadline has passed and tenders are no longer accepted.

For notices that do not specify a deadline, we do not display a status. Older notices remain published for transparency.

Good to know: The status refers only to the period for submitting tenders, not to the outcome of the procurement.
